Teacher governors at teaching post interviews (03/07/06)
Question: Should a teacher governor be on the interview panel for a main scale teacher post?

Joan Sallis replies: This is tricky because there is no legal requirement for any governor to be on an interview panel for teaching staff, even though the governing body have all the responsibilities of an employer once the deed is done. The Government actually discouraged it a few years ago, though many schools including my own would not dream of appointing anybody without a governor on the panel and I believe this to be right. I see no reason why it should not include the teacher governor if the governing body don’t object, again my school has included a teacher governor more than once.

But if you are asking whether the teacher governor should be included as of right (and possibly exclusively?) on an appointment panel, I should say no, because technically it’s governors who choose whom they wish to represent them and if a teacher governor serves it is either as a representative of the governing body and not as a teacher or vice versa, ie as a professional member of staff invited by the head. I know that for practical reasons governors’ wishes are assumed rather than expressed because governors don’t always meet at the right time in relation to appointments, but they know, and can speak up if necessary.
