Chief Inspector, Estyn (HMI for Education & Training in Wales)

Estyn, the Office of Her Majesty's Chief Inspector of Education and Training in Wales plays a key role in raising the quality and standards of teaching and education across the country through rigorous inspection and expert advice. The Chief Inspector oversees all inspection, acts as organisational leader and is national adviser on most aspects of Welsh learning (except HE). This appointment offers individuals a rare opportunity to assume an autonomous role where they are able to exert significant influence right across the education and training system and, ultimately, on the attainment of learners. The Chief Inspector has direct responsibility for a staff of 110 and £11m budget and is appointed by Privy Council processes on the recommendation of the First Minister of the Welsh Government. These statutory arrangements maintain the distinct status and independence of the Chief Inspector, while allowing appointment to the Senior Civil Service.

The Role

  • To lead Estyn through the next stage in its growth and development, to deliver strong outcomes; benchmarking performance effectively and ensuring high quality implementation and further enhancement of practices and systems through setting and achieving a clear vision
  • To continually review and refine current inspectoral methods and practices, to deliver higher standards of teaching and learning provision in Wales
  • To continue to effectively inform, advise, support and counsel Ministers and Welsh Government and help shape future policy regarding education and training

The Person

  • A strong leader with experience of setting and delivering organisational strategies within an education or related environment, whilst also delivering operationally
  • A sound understanding of policy, practice and inspection frameworks related to education and training
  • An excellent track record of raising standards and quality within a regulated setting, ideally within teaching and learning

Estyn is the office of Her Majesty’s Chief Inspector of Education and Training in Wales.

Estyn’s aim is to raise standards and quality in education and training in Wales through the inspection of education and training providers in Wales and through the reporting of its findings. 

Estyn is responsible for inspecting: 

• Early years provision in the non-maintained sector;
• Primary schools;
• Secondary schools;
• Special schools (including independent special schools);
• Pupil referral units;
• Independent schools;
• Further education;
• Voluntary youth agencies;
• Local education authorities (LEAs);
• Teacher education and training;
• Work-Based Learning;
• Careers Wales companies;
• The education, guidance and training elements of Jobcentre Plus Programmes;
• Adult Community-Based Learning.

As well as our inspection work, Estyn provides evidence-based advice that contributes to the development of education and lifelong learning policy in Wales.

The advice includes work commissioned annually by the Welsh Assembly Government on specific aspects of education and training.

Estyn is independent of, but funded by, the Welsh Assembly Government under Section 104 of the Government of Wales Act 1998.

Her Majesty’s Chief Inspector and her staff are civil servants. In addition to employed staff and secondees, Estyn contracts with a large number of organisations and independent inspectors to carry out its maintained school inspections and some other work.

Estyn’s main office is in Cardiff with a smaller office in Mold, North Wales.
