The post-holder will assist the Director of Education Services in leading and managing the Department of Education Services (DES), the operational branch of the Ministry of Education with oversight of Government schools.

The post-holder will be responsible for leading a team within the Department of Education Services (DES) with specific oversight for School Improvement Services; (Teaching & Learning) Services, with a particular focus on Literacy, Numeracy and Science, Technology, Engineering & Mathematics (STEM); Data & Testing Services; and Professional Development.

The post holder will focus on strengthening the role of DES as the operational arm of the Ministry, responsible for policy implementation, supporting the effective operation of our government schools and work as part of a team to raise standards and improving the quality of teaching and learning.

Main Duties and Responsibilities:

  • Overseeing the implementation of coordinated high-level policies to support the achievement of ministerial and departmental goals and objectives for a world-class education system
  • Providing advice and support in leading the effective implementation of strategic policy directives and national initiatives, and contribute to their identification and development of the system
  • Overseeing the raising of student achievement and attainment through improved teaching and learning and robust assessment practices
  • Leading Senior School Improvement Officers (SSIOs) and all other heads of units under this portfolio, in developing and maintaining appropriate systems and processes to identify, monitor and support schools, or areas within schools that are causing concern
  • Providing strategic guidance on data, testing and examination services in all government schools at the Early Years, primary, secondary and further education levels
  • Advising on priority areas for the collection, collation and analysis of statistical data for education, reporting formats and standards
  • Working strategically with stakeholders by supporting the management of partnerships with social agencies, corporations, media and wider communities
  • Supporting the work of the school improvement team in building government school capacity to improve students’ progress and achievement across the ability range, including those with Additional Learning Needs and who are gifted and talented
  • Assisting the Director in effectively and efficiently managing staff and resources by developing and maintaining staff excellence through the established performance management system
  • Overseeing the operationalisation of the resourcing for the education system, in collaboration with the Human Resource Unit of the Ministry
  • Managing delegated time and leave recording for DES Admin and schools, and ensure all employee information is updated and relevant to work items/activities correspond to staff’s respective duties
  • Contributing to the Ministry’s budgeting, financial and reporting functions for the education sector by overseeing output management and performance of the School Improvement, Teaching & Learning, and Data and Testing Services staff
  • Monitoring and reporting on output performance through high-level analysis of financial and output reports of DES as well as the preparation of summary performance statements for DES for the Ministry’s quarterly and annual financial reports

Qualifications, Experience and Skills:

  • Relevant Bachelor’s Degree from an accredited university required
  • Professional teaching qualification from a recognized institution/authority required
  • Master’s Degree in Public Policy, or MA or MSc in Education Management or equivalent required
  • ILM Level 3 Certificate in Leadership and Management or equivalent qualification required
  • At least seven (7) years of successful education leadership experience is required with specific experience in primary and secondary education and relevant experience, including at least three years at a senior level. 
  • Must have extensive knowledge of current policy issues in the field of education, experience working with senior leaders and stakeholders to identify and promote education policies, and to help define priorities and bring about solutions to compelling organisational challenges within the education sector.
  • Excellent analytical and research skills, with the ability to collect and analyse complex material and data, and present it in accessible forms, with a particular emphasis on assessment data
  • Excellent strategic planning and project management skills, the ability to manage and deliver on schedule several projects at once, and the ability to manage external consultants engaged to deliver projects

Preferred:

  • Successful leadership and specific experience in primary and secondary education and relevant experience, at senior and strategic levels, in education planning, school improvement, education policy development and programme management  
  • Experience of the CAPITA Student Information System (SIMS), VLE Platform

The remuneration package for the successful candidate is offered without deductions. The Cayman Islands Government provides an additional 12% pension contribution and 100% health insurance coverage for the employee and their dependents.
