Greater Manchester has a once in a lifetime opportunity to create a seamless work and skills eco-system with the individual and employer at its heart through the Devolution Deal which it has signed with Government. Our ambition is to create a network of support that enables individuals to be employable and encourages investment in training to meet employer’s needs to grow the Greater Manchester economy.

Working to the Combined Authority’s agenda, New Economy has the responsibility for leading the Skills and Employment policy in Greater Manchester, as well as implementing the relevant parts of the devolution deal. We are therefore looking for a talented individual who can assume strategic lead responsibility for driving this exciting agenda forward, keep Greater Manchester at the forefront of future developments nationally and develop further relevant devolution proposals.

As part of your overall responsibility for a system worth over £0.5bn per year, you will need to be able to manage stakeholder relations in Greater Manchester and with Government at the most senior levels to ensure our ambitions in this area can be delivered over the next few years. You will have extensive senior experience across the widest range of skills, employment and education issues – both in terms of delivery and policy – and a strong track record of managing complex situations, demanding the highest levels of personal credibility. You will have a deep understanding and knowledge of funding and quality issues, as well as the political experience needed to operate in this environment. You will need to be able to inspire and influence people to develop our vision, build consensus around it and ensure it is implemented and delivered.

We are looking for someone who really understands how skills and employment policy and implementation works, both in Government and on the ground as well as across disciplines; someone with the right level of skills, knowledge and experience; someone with the drive and determination necessary for success; and above all someone who is excellent at partnership working.
