Tackling unemployment and raising skills in Brent

Brent Council has recently carried out a fundamental review of its employment, skills and adult learning services, all of which play an important role in tackling unemployment and raising skills levels across the borough. The review sought to determine how the services could be reshaped to meet a complex range of policy, financial and operational challenges, including:

  • strengthening the focus on employment outcomes
  • reducing levels of economic and social inequality across the borough
  • achieving excellence in standards of teaching and learning
  • promoting financial sustainability
  • improving the way we deliver our services for adult learners

As a result of the review, the council decided to set up a single, high profile Employment and Skills Service that will bring together the council’s range of employment, enterprise and adult education services and promote joined-up delivery of the council’s skills and employment priorities.

We are now in a position to begin recruiting to a range of new posts, of which this one, that will make a significant contribution to realising the vision of creating an employment centred training organisation, ambitious to deliver a range of outstanding provision tailored to meet the needs of jobseekers, employers and growth sector industries, and support in-work career progression.

This is a unique opportunity for you to make your mark on this newly formed, high profile, dynamic service fundamental to the Council’s objectives and priorities.

The Post

This post is responsible for the operational and strategic functions related to the delivery of the community learning programme and the council’s Employment, Skills and Enterprise Strategy.

In addition to overseeing the Community Learning Partnership and a related programme of community learning courses, the post-holder will have a wider responsibility for employment and skills service development. This will include acting as the designated lead on a number of high profile employment and skills projects and funding bids, often working in partnership with external agencies and other council services.

The post-holder will be expected to play a pivotal role in securing new resources for the council’s employment and skills work, promoting business growth and ensuring effective partnership working with a wide range of stakeholders.

The Person

We are seeking someone who is educated to degree level or equivalent with an additional teaching and /or professional.  You will have extensive experience of working in education, training or employment services environment with a track record of successful outcomes as well as working effectively on complex, high profile partnership issues with major implications for strategic direction and work programming.  It is essential that you have strong management and people skills with the ability to promote creative and innovative ways of problem – solving.
