The post holder will develop and lead national strategies and policies on behalf of persons with Special Educational Needs (SEN), Additional Educational Needs (AEN) or who are otherwise at risk of exclusion from educational opportunities; including those persons with disabilities from Early Years through Adulthood, Youth exhibiting Emotional, Social, and Behavioural challenges, Mental Health Illnesses, English as Second Language (ESL) students and Gifted and Talented Education (GATE). 

The post-holder’s primary responsibilities are:

  • Make recommendations for National Policies and Codes of Practice for all aspects of Special Educational Needs (SEN), Additional Educational Needs (AEN), monitor implementation, and evaluate effectiveness for report back to the Ministry. 
  • Conduct data-based research and other forms of needs assessment in order to ensure adequate resource and provision which meets the educational, social/behavioural and other additional needs of school-aged students, Early Years children, and adults with disabilities.
  • Draft and manage external grant applications (e.g. Hedge Funds Care Cayman) which financially support projects within the Ministry related to SEN, youth-at-high-risk, and other additional needs. Monitors compliance, outputs and effectiveness.
  • Oversee the evaluations and subsequent recommendations to Education Council regarding requests to the Ministry for funding related to persons with disabilities. Supervise the coordination between MoE and other agencies providing services to monitor compliance, outputs and effectiveness.
  • In relation to purchase service agreements on behalf of persons with disabilities, negotiates contract in consultation with the Chief Officer, monitors and verifies delivery of services for payment, and provides evaluative reports to the Chief Officer in relation to established deliverables.
  • Monitor, evaluate and report on the effectiveness of delivery and provision of services to students in government schools with Special Educational Needs & Additional Educational Needs in line with Ministry policy and priorities.

Qualifications, Experience and Skills:

  • Master’s Degree in Education, Special Education, Psychology, or Clinical Psychology
  • 2 - 5 years of experience working in a senior managerial role which involved participation and leadership in policy development and strategic planning specific to inclusion  
  • At least 7 years post qualification teaching experience, with a demonstrated track record of successful teaching and learning
  • Minimum of 3 years working with multi-agency colleagues to plan and deliver for the needs of students
  • Detailed knowledge of the Special Educational Needs Code of Practice and its implications for schools
  • Knowledge of the theoretical and practical issues of inclusion for children with special educational needs
  • Knowledge of a range of educational and/or therapeutic provisions and services available locally for students in alternative education placements who require additional supports

The remuneration package for the successful candidate is offered without deductions. The Cayman Islands Government provides an additional 12% pension contribution and 100% health insurance coverage for the employee and their dependents.
